Since April 1, 2026, the new Residential Property Valuation Report model has been in effect in the Netherlands. In this updated report, the assessment of foundations plays a significantly larger role. This has direct consequences for you as a buyer, seller, and appraisers. Changes in valuation report
The appraisal report is the document drawn up by an appraiser to determine the market value of your home. Until now, the foundation was a relatively limited part of this. That will change drastically in 2026. Under the new model, the appraiser must report more extensively on the condition of the foundation. For homes in high-risk areas, an additional foundation survey may even be required before the appraisal report is complete. The appraiser simply can no longer finalize the report without thorough foundation information.
Why is the foundation getting a bigger role?
It is estimated that approximately one million homes in the Netherlands suffer from foundation problems. This mainly concerns homes built before 1970 on wooden piles in areas with soft soil. Think of parts of South Holland, North Holland, Groningen, and Friesland. Foundation repair is one of the most expensive interventions on a home: costs regularly run into €40,000 to €70,000. By giving the foundation a greater role in the valuation report, these risks become visible sooner, for you as the buyer, but also for the mortgage lender providing the financing.
What is a Phase 0 foundation risk survey?
A Phase 0 survey is a quick, non-destructive scan of the foundation. No excavation is required. Our inspectors perform measurements on the interior and exterior of the home and map out the foundation risk. You receive a clear report with a risk assessment and a concrete course of action. The survey typically takes no longer than the structural inspection itself and can be perfectly combined with it.
What does this mean for you as a buyer?
As a buyer, the new valuation report gives you more certainty regarding the stability of the home. Whereas previously you had to take the initiative yourself to have the foundation inspected, this is now partly mandated by the appraiser. That sounds reassuring, but do not wait until the appraiser raises the alarm. By having a structural inspection with a foundation survey carried out in advance, you are in a stronger negotiating position and prevent delays in the purchasing process.
What does this mean for you as a seller?
Whether you are a seller or a real estate agent, it is wise to have insight into the condition of the foundation before the sale. You can communicate any potential problems transparently to potential buyers, thereby fulfilling your duty of disclosure. Moreover, you prevent the sale from being delayed because the appraiser demands additional research. A home with a demonstrably sound foundation sells faster and with less uncertainty.
