The property tax will increase by an average of 2.2% in 2019

As property taxes are set to rise by an average of 2.2% across Dutch municipalities next year, with some areas experiencing drastic hikes, homeowners face growing concerns about the financial burden. The Dutch Homeowners' Association warns that the increasing responsibility of municipalities could further shift fiscal pressures onto property owners, urging a reevaluation of the tax system to ensure fairness and sustainability for all residents.

Property tax (OZB) will increase by an average of 2.2% next year. This is according to an annual survey conducted by the Dutch Homeowners' Association (Vereniging Eigen Huis) among 111 Dutch municipalities. The North Brabant municipality of Cuijk is leading the way: property tax will increase by a whopping 32%. In other municipalities, property tax will actually decrease.

OZB as a stopgap

The significant increase in property tax in Cuijk is due to the municipality needing additional tax revenue to balance its finances. This is a worrying development, according to Rob Mulder, director of advocacy for the Dutch Homeowners' Association (Vereniging Eigen Huis): "Because municipalities are increasingly being assigned tasks by the national government, the risk of these tasks being passed on to homeowners through property tax is only increasing."

In addition, municipalities and homeowners face major investments to transition homes off natural gas. The property tax (OZB) should not be a means of mitigating municipal budget deficits. Therefore, the Homeowners' Association (Vereniging Eigen Huis) advocates for a different tax system, to which both tenants and homeowners contribute.

Significant tax differences between them

There are significant tax differences between the various municipalities studied. In Nijmegen, a homeowner will pay an average of €545 in property tax next year, while a homeowner in The Hague will pay an average of €130. In a quarter of the municipalities, property tax will increase by around 3%, and in six municipalities by more than 10%. In several municipalities, property tax will actually decrease. For example, homeowners in the municipalities of Asten and Lansingerland will pay an average of €27 to €30 less in taxes (8%), while property tax in Heemskerk will decrease by an average of €19 (7%). In most municipalities, property tax will increase by one to several euros.

Determination of WOZ value

When determining property tax (OZ), a property's WOZ value (Valuation of Immovable Property Act) is used. Municipalities use a comparison method to determine this, which takes into account factors such as general sales figures and property characteristics. However, when buying or selling a home, other specific factors also play a role, such as the property's structural condition.
